An experienced Chartered Engineer, Executive and Consultant, Bill has an in-depth understanding of the power sector both in the UK and internationally. His early career started as a power engineer and manager spanning all the core functions, becoming a member of the leadership team responsible for running a major UK electricity distribution company from 1993.

Bill was Managing Director of British Power International (BPI), a successful UK-based and international energy sector consultancy, from 1999 to 2011. In 2012 he became Managing Director of energypeople and in 2016 became Non-Executive Chairman.

In a previous role as Network Operations Manager at a UK electricity company, Bill managed the control and operation of the largest distribution network in the UK, supplying over 3 million customers through 86,000km of network. He was responsible for the reliability and resilience of the network and direct management of the emergency response and fault restoration activity. Areas of expertise include system operation, efficient system management, the application and effective use of remote-controlled schemes to optimise network running under peak load conditions to support system security, and supply restoration. Bill is experienced in developing, rehearsing and implementing system emergency supply restoration plans and disaster recovery procedures for key installations.

Bill has extensive experience in performance improvement processes and introducing commercial disciplines, being part of the team responsible for transforming a state-owned regional energy company into one of the lowest cost, yet highest performing, investor-owned distribution companies in the UK.

As a Consultant, Bill has led (as Project Director or Project Manager), or worked on, power engineering, privatisation and restructuring projects in Eastern Europe, the Middle East, southern Asia, Africa and the Caribbean. He has experience of working for investors, governments and regulatory authorities, industry and company leaders, as well as the key funding agencies/NGOs including World Bank, DiFD and ADB.

He has led studies of system resilience for the UK Government’s Department of Trade and Industry and from 2011-2 was Technical Adviser to the Department for Department of Energy and Climate Change. Bill has conducted studies of companies’ performance for the UK regulator (Ofgem) and is currently an Appointed Examiner under the Regulatory Exceptional Events Audit Scheme.
